In cities with neighborhoods that suffer from high vacancy rates, have developed programs to help stimulate the rehabilitation of homes and neighborhoods. Many cities have more a program to meet the diverse needs of a diverse pool of buyers.
In Baltimore, one of these programs is the sale of property of the City of Efficiently Property (SCOPE) program. This is a program created by the city of Baltimore to promote the restoration of ownership and occupation. In this program, the city offers properties possessed by a nominal fee based on square footage and condition of the building.
Some properties have scope provisions incorporated in sales. Some properties require that the buyer takes occupation of real property when finished rehabilitated, while others have no such stipulation and can be rented. All contracts have an obligation to the property must be completed and ready for occupants within 18 months from closing sales. Any Anyone interested in looking at the lists of scope must sign a Hold Harmless right of entry form to acknowledge the potential dangers that could arise in a home that has been vacant for possibly a long period.
Listings range includes an estimated cost for rehabilitation. The city makes these estimates based on the condition of the building and what they think needs to be replaced. Estimates, which are raw Note and its repair will undoubtedly cost more than the estimate.
In the years since the program began, many of the properties have been sold through the SCOPE program. As with any program to revitalize urban areas however, the transition can only occur as soon as new buyers are interested in investing in these projects.
