Camera Lenses for dummies?

Looking to buy a good digital camera instead of my shit (Any suggestions?) And all talk as Targets EF-S 18-55mm f/3.5-5.6 IS and EF-S 55mm-250mm f/4.0-5.6 IS lens. I have no idea what that means!
